Two International Product Changes in January

The Postal Service has posted the overview of its proposed January 2026 changes, a document that describes the product and classification changes in its next structural implementation. It includes two international product changes: elimination of International Surface Airlift (ISAL) and M-bags as an optional service.
USPS explains that ISAL is similar to its International Priority Airlift (IPA) product, and in some cases, ISAL is priced higher than IPA. The changes to the M-bag service are due to changes at the Universal Postal Union (UPU), which will no longer require M-bag as a mandatory service, effective January 2026. The document includes the list of 47 countries, to date, that have informed the UPU and member countries that they will no longer accept inbound M-bags. The Postal Service must discontinue offering outbound M-bag options to these countries and to other countries that may announce they will no longer accept inbound M-bags.
