White House Advisor on U.S. Goals for UPU Extraordinary Congress

In a September 11 opinion piece in the Financial Times, Peter Navarro, assistant to the president for trade and manufacturing policy, describes the U.S. goals for the Universal Postal Union Extraordinary Congress, which opens September 24 in Geneva. Navarro says that "the voting agenda will include two options that would allow the US to 'self-declare' its own rates immediately," and adds that "[e]ither of these options would keep the US in the UPU."
